State and local governments provide many services to their constituencies, often at no cost to the public. While it may be necessary to make an appointment to receive services, those appointments are typically made available at no cost as well. Unfortunately, some individuals attempt to make a profit from free services by accumulating appointments or services and then selling them to consumers who are unaware that those appointments or services are available at no cost.
