Twenty-seven flexible pavement projects 15 to 16 years old were investigated to correlate performance with moisture, traffic, soil, and designed conditions. The swelling characteristic of Mancos Shale in Western Colorado has caused a great deal of maintenance problems ever since highways were paved.
